Texas A&M Engineering Experiment Station (TEES) complies with OMB Circular A-110 Procurement Standards as defined in Subpart C, Post-Award Requirements, Sections .40 – .48 for all federal grant-funded procurements, until Sept. 1, 2017. Effective Sept. 1, 2017, Texas A&M Engineering Experiment Station (TEES) will comply with Procurement Standards as defined in 2 CFR 200, “Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards,” Subpart D, Sections 200.318 -200.326, for all federal grant funded procurements.

Competitive Bidding

Senate Bill 20:

Public Procurement Transparency - SB 20 contains revisions to portions of numerous Texas statutes in an attempt to make public procurement more transparent in Texas. Various additional reporting, training and monitoring requirements are laid out in this bill. One of the more interesting changes is the requirements for each agency to develop and comply with a purchasing accountability and risk analysis procedure, the creation of a contract database and vendor grading systems that are to be utilized. The provisions of this bill are effective 9/1/15 with the exception of the tracking which shall start with all contracts for which request for bid or proposals is made public on or after 10/1/15.

-TEES Purchasing will be competitively bidding all needs unless a valid Sole Source Justification is provided.  Please note, we must report all sole sources, and the submitter's name may be published, so extra care must be exercised when submitting.
