Historically underutilized businesses (HUB) are, in general terms, businesses owned by individuals who are economically disadvantaged and who have been historically underutilized because of their identification as members of specific ethnic groups or women. Certified HUB vendors with the State of Texas must be residents of Texas, own at least 51% of the assets and interest of the business, be actively involved in the day-to-day operations of the business, be able to make decisions for the business and be headquartered in Texas.

To find out more about the TEES and the HUB program, contact the TEES Fiscal Office at 979-458-7434 or visit the Texas Comptroller of Public Accounts HUB site. You can easily use the Centralized Master Bidders List (CMBL) website to find HUB vendors and their pricing.

TEES and HUB

TEES works toward providing HUB vendors and prospective HUB vendors with every possible opportunity to participate in bid opportunities. Some of the ways TEES works with HUB vendors are:

  • Answer any questions and provide assistance to all HUB vendors and prospective HUB vendors
  • Assist all TEES divisions and centers in identifying HUB vendors
  • Assist with education and certification
  • Identify potential mentor-protege relationships
  • Identify subcontracting opportunities to sponsor specialized vendor forums and economic opportunity forums
