Pre-Award Budget Revision
Many times prior to actual award the sponsor will negotiate with the Principal Investigator to significantly reduce the proposal budget due to a lack of funds, the need to fund more projects or other considerations. Normally, as in the case of NSF, revised budgets require the signature of the researcher through access authority of the Institutional Representative. Therefore, TRS assists in this process.
Should Scope of Work Be Revised?
Your TRS Proposal Administrator will confer with the researcher to determine if a reduced scope of work will need to be submitted or if the same scope of work will still be accomplished with the reduced funding.
Should any Cost Sharing Commitment be Revised?
In addition, submitted proposals which included cost sharing may need to be revised as well. Dollars originally budgeted for cost sharing may be coming from the Incentive Return earned on the project and a reduction in the budget will reduce the amount of the return available for cost sharing. Therefore, it is very important for the TRS Proposal Administrator to not only communicate with the researcher when revising a budget that has cost sharing but to also communicate the budget revisions to the departmental/divisional Academic Business Administrator and to the person committing the cost sharing.
Should the proposal be re-routed?
A copy of the significantly revised budget (either upward or downward) and all revised cost sharing statements will be electronically routed for signatures before the revised budget is submitted to the sponsor.
